The people walking past Jason and Lucia helped push the first delay. Rockstar answered with writers, producers and directors who work on nothing else.

The short version
Rockstar Games set up a Los Angeles studio of writers, producers and directors who work only on GTA 6 NPCs, GameSpot reports from Bloomberg's making of story. Rob Nelson called early staffing projections horrifying. Rupert Humphries told LOVE Magazine a separate team in LA writes pedestrian dialogue.
Quick answer
Does GTA 6 have a studio just for NPCs?
Yes. Rockstar Games set up a Los Angeles studio of writers, producers and directors who work only on GTA 6 NPCs, GameSpot reports from Bloomberg's making of story. Rob Nelson called the early staffing projections “horrifying”, and the shortfall helped push the first delay.
The people walking past Jason and Lucia nearly broke the schedule. Rockstar's answer was to give them a studio of their own.
That detail comes from Bloomberg's making of story by Jason Schreier, published on 14 October. GameSpot pulled it out the same day, and it has spread across fan accounts since.
Why did Rockstar build a studio for GTA 6 NPCs?
Because the team could not write and animate enough characters in time. Rob Nelson, one of the game's development leads, told Bloomberg the targets were slipping.
“The projections they were giving us were horrifying”
NPC stands for non player character, anyone in the world you do not control. In GTA 6 each one needed writing, animation and new tools, and GameSpot reports the shortfall was a large reason for the first delay. The Verge dates the problem to after Trailer 1 in December 2023.

Who works at the GTA 6 NPC studio?
Writers, producers and directors who focus only on GTA 6 NPCs, according to GameSpot's summary of Bloomberg.
A separate interview fills in the writing side. Rupert Humphries, senior vice president of narrative at Rockstar, told LOVE Magazine about a “specific team of pedestrian dialogue writers in LA and then a team of advertising and comedy writers across New York, LA, and London,” as GamesRadar+ reported on 11 October.
Neither source gives a headcount for the Los Angeles team. Bloomberg counts 4,711 staff across Rockstar's 12 offices, as our Bloomberg report breakdown covers.

What will GTA 6 NPCs do differently?
They are meant to hold up when you stop and listen. James Horton, open world writing director, told LOVE Magazine the chatter has to work at both distances.
“Everyone you meet is the main character in their own story”
“No one you meet is an extra,” he added. Horton described hearing “snatches of a hundred different conversations” while sprinting down a busy street, each of which should stand up if you pause on it. GameSpot adds that NPCs are reported to notice and react when you carry a weapon. GamingBolt writes that they vary in fashion, body type, height and mannerisms.

Did the NPC work delay GTA 6?
Partly, according to Bloomberg. Phil Hooker, one of the game's heads of development, said Rockstar moved the date once it was clear some areas would not be ready.
“We could hit that schedule, but it won’t be the game we want to make”
GTA 6 slipped from 2025 to May 2026 and then to 19 November 2026, as our delay timeline tracks. Hooker also told Bloomberg the game is never completely settled, and that the team changed things even in the last few months.
You can test Horton's claim on 19 November 2026. Stop on a busy Vice City pavement and listen to the people walking past.
